Some of the most devastating terrorist attacks in recent history occurred on November 13th, 2001. These attacks resulted in 3,000 deaths, including the 9/11 terrorist attack in New York City. What is more often remembered however, is that there were two concurrent terrorist attacks on different continents earlier that day. While one attacked India's parliament building in New Delhi and the other was widely disseminated throughout Europe by al‑Qaeda operatives with automatic rifles at their disposal, these events are considered to be just a part of the larger unfolding tragedy that came to be known as 9/11. Three months after the initial events in New Delhi, the United States would formally declare a state of war against al-Qaeda. This was when the executive order to implement the "Authorization for Use of Military Force" was announced by then-President Bush in a televised address to the nation. This order effectively gave legal sanctioning to members of al-Qaeda and other foreign terrorist organizations, who were to henceforth be treated as "enemy combatants". It also granted permission for their apprehension and detention by United States authorities without trial until hostilities cease. It was not until over a year later that the US military came into conflict with members of al‑Qaeda directly. In the months to follow, although the US military was able to take essential measures to defeat al-Qaeda, it would be a year before the last small pockets of al-Qaeda fighters had been destroyed. The reason for this delay in military action was that there were few signs of major attacks taking place on American soil. The only activity the US military was aware of involved training camps established by al-Qaeda operatives at remote locations around Afghanistan and Pakistan. This would only change with the terrorist attacks that occurred on August 7, 2011 at one of these training camps at Parwan in eastern Afghanistan. This attack, although not the first against the United States, was the first against a domestic target by al-Qaeda. After this event, the Obama administration decided to engage in a new tactic of selective strikes. The military would engage with terrorists head-on by targeting those behind the Parwan strike. In other words, those who had been directly involved with planning and executing this strike would be targeted as opposed to those who had simply been trained at these camps. In all 46 members of al-Qaeda conducted this strike as well as 5 innocent civilians and 2 US soldiers were killed as a result of their actions. This new tactic would be brought forth by the US military during Operation Haymaker. This operation, which started in August 2012, was to be the US military's last major engagement against al-Qaeda before they began to withdraw their forces from Afghanistan. At the beginning of this campaign lay a series of strikes in Yemen that occurred in January and February of that year. These strikes targeted al-Qaeda operatives who had taken sanctuary there after being displaced from their traditional locations in Afghanistan and Pakistan. To continue their fight against al-Qaeda, the United States would have to engage them directly, something they have never done before.
